Is it more easy to go there in F or L type?

I have a friend who live in xian china and asking me to visit him for two weeks. Is it more easy to apply a visit visa or a tourist L type.. i'm a Filipino and working in riyash saudi arabia just want to visit him and tour for two weeks.
