about Z type issue

I had entered Shanghai with Z category entry. I know that, we need to apply for my FWP and residence permit within the permitted 30 days.
Could you please let me know if i had to return back in emergency without doing any of these processes, creates any problem/issues.
Or is it mandatory to complete all the formalities and then leave Mainland china.
