Hi, you don't need it if you will go to a third country or region different from the last one you come from after transiting in Shanghai. You can leave airport, but you are supposed to apply for a free temporary stay permit at the immigration office when you arrive at the airport. Afterwards, you can leave the airport to explore the city.
