VOA for French?

Hello, I'll be in Hong Kong next week, without visa as I have a french passport. In the past (2015) I already had a chinese L type for Shanghaï.
I understood the list of eligible countries is frequently updated, can you confirm if I could obtain a VOA to Shenzhen from Lo Wu port, just for 1 day visit?
