I only have time to visit one emperor's tomb. Which is better Fuling or Zhaoling?

which one is easier to reach from the railway station?

You are suggested to visit Zhaoling, which is nearer and easier to reach. You can take bus 220 directly or take metro line 1 and transfer to line 2 at Qingnian Street, get off at Lingxi from exit A. Both can take you there within 40 minutes.
