Apply for residence permit extension outside of China

Hi,
My current residence permit will finish July 31. My new employer has applied for a new work visa(foreign expert certificate) and it will not be complete until July 26. I have already bought my ticket to go back to my country and will have no time to apply for the residence permit in China. Can I apply for the residence permit or extension in my home country?
