Seeds taken into China

Hi, my girlfriend is going to China for 6 weeks next Monday. I want to give her seeds of a basil plant, so she can grow it over there. Is this legal? The seeds are sealed.

I'm sorry, Henk. Plant seeds are not allowed to be taken into China.
