First Time Applicant, Please Help!

Hi,
I want to know if I am understanding everything correctly.... I must take my application to the Chinese Embassy personally and then pick up my Visa in person as well? I live in South Carolina, my designated office is in Washington, DC. How am I suppose to apply and pick it up in person?? Is there a service that does this on my behalf?
