About:144-Hour Visa-Free Transit

I assume you dont have to stay the whole 144 hours,

i want to say just 2 1/2 days on my layover Osaka - shanghai - lax... is this correct?
also do I have to tell someone or get permission before I fly?

1) Correct. You can leave whenever you want to.
2) Nothing needs to be done before your flight. At check-in, the airline staff will do the document check.
