Living in Romania Timisoara, Romanian Citizenship Holiday and wedding travel to China

Hi, I am from Timisoara Romania, 3 Hours drive to Budapest . I need to attend a wedding in China.
Can I apply for a Chinese same-day holiday visa in Budapest as it is so much more convenient and closer then the Romanian embassy?
