You can apply for a tourist L type for that. The first step is to prepare your passport and copy of its data page, the application form, a passport-style photo, flight itinerary and hotel reservation. Next, go to the CVAAC to submit the application.
When you return and travel like North Korea-Shanghai (144 hours)-London, you will be able to use the 144 hour free transit program.
