There is no rental car service at the airport.  Closest car rental ShenZhou Car Rental is 10km away, and speaks chinese only, and offer van only.  No taxi driver would want to take you there.Also You will need to go through the temp driver license application in major airport like Beijing, international drive license is not allowed.  It took me 1.5 hours, running up and down 1st, 2nd, 4th floor.
