New Visa for 18 Years old

How we can get the entry Chinese visa for my son, since he will be 18 years old celebrating in Phuket and we are parents still leaving in Suzhou ? He has independent visa the same like us until December (husband working in China) but unfortunately kids after 18 Years old must have their own visa. Can we get the tourist visa in Phuket?
