please suggest me best and cheapest way to reach to jiliang university form airport, is it metro available for it?

You can take bus no.416 at the airport to Jingjiang Agricultural Bank of China. Then you may walk 50 meters backwards and turn right to Jingjiang Road for 70 meters to take bus no.351 to Raocheng Xiasha Entrance Bus Stop. Afterwards, please walk 60 meters ahead to take bus no.868 to Jiliang University Bus Stop. When you get off the bus, you can find your destination directly.
