As I know, the bus operates from 09:00 to 10:00 at the west gate of Ergong Stadium in summer and 09:30 to 10:30 in winter. The bus back to the city usually works during 17:00 to 18:00.

I went to Tian Chi on last 20 May. It is so easy actually to go there by public transport even though you could not understand chinese language. I took a taxi from hotel to urumqi North bus terminal. from there I took a bus to Fukang County (15Yuan) and then took a van (at Fukang bus terminal) to Tian Chi (5 yuan). The entrance fee was 215 yuan per person. There are plenty of van and bus back to Fukang and Urumqi respectively or you may ask the clerk at the bus terminal
