CHINA FROM HONDURAS

Hi, I am a Honduran citizen and want to know if I have to travel to costa rica to apply for a first time L visa or if I can do it through the mail service.
I have been trying to call 3 telephone numbers to the embassy but no one answers.
Do i need to do the certification and authorization paperwork aside from the request application formv2013?
Do I have t pay the visa fee the same day of the application?
