About:72-Hour Visa-Free Transit

lay over in guangzhou.collect and recheck my luggage

Hello
Anybody can help me to figure it out.im already here at airport flying to guangzhou thru air asia here in philippines.i have layover and guangzhou collect and recheck my luggage going to peking then peking to moscow.but they asking me if i have a visa in china?they dont let me go to guangzhou

If your total time in China is less than 24 hours (from scheduled arrival in Guangzhou to scheduled departure from Beijing) then you are eligible for direct transit. If it's longer than 24 hours then you need a visa. If you are less than 24 hours then you need to tell the check-in agent to put Moscow (or Russia) as the Destination, and put Beijing (or China) as the transit point on their computer, then they will see the transit rules. If they put China as the destination they won't see the transit rules. Speak to a supervisor if necessary, or ask them to call Guangzhou immigration.
