We are staying in Chengdu for 3 days then moving on to Singapore after,

do I need to obtain a Visa? Or do I qualify for the 72 free transit?

If your travel route is like UK-Chengdu (3 days)-Singapore, you will qualify for the free transit in Chengdu. No need to apply for a visa then.
