how to hire a bus for 25 people for city tour in shanghai for 3 days?

we are from indonesia.. with 5 peple of 77 age and 7 children from 6 to 15 years and 13 adults will go to SH in end dec 2107 and continue to go suzhou,hangzhou and ningbo..then go to guangzhou.. our trip is 14 days
anytour guide can be contacted and bus for hire? from airport to our hotel and for city tour Ii thinks its not comfortbale to go by mrt and train by 25 people..
