Hello, Robin. You still need to join in a tour agency and apply for the Tibet Travel Permit first. Then you are allowed to enter and tour around Tibet. As I know, TravelChinaGuide provides warm service and professional tour guides. If interested, their contact information is traveltravelchinaguide.com.
