I'm flying Jakarta to shanghai (nonstop)

then shanghai back to Jakarta with a layover in Singapore. Does that qualify for visa free?

If so, you will travel like Jakarta –HK-shanghai –Singapore- Jakarta, right? If yes, you still qualify for the 14 4hour visa-free transit.
