Can I take a 30ml bottle of e liquid from the US to Shanghai?

Yes, it is allowed. However, you can only allowed to carry no more than 1L liquid in total. And each should not exceed 100ml. Items like alcohol etc may have limitation. You are advised to put it in the check-in luggage. Don't worry.
