About:China Work Visa

My partner had his application for a working visa rejected

as the law changed last Friday stating that people holding passports issued after the 1st of a January 2015 had to bring their previous passports. But my partner has lost his previous one and the current one is a replacement. However I found a scan of his lost passport in our emails.
Do you think he could reapply with that?
If not any other way around this?

Copy of his lost passport may be okay. You can have a try.
