can we apply for a 72 hour free transit or do we need to get an entry visa?

1. You are not eligible for the 72 hour free transit in Xiamen because you enter China by cruise ship instead of plane.
2. If you go to Shanghai directly from Xiamen, you won't qualify for the 144 hour free transit in Shanghai.
Based on the situation, you need to apply for a visa before your departure.
