Can I apply for a work Z visa in China while residing in Russia (Omsk)

I am a researcher at Omsk State University. From here I shall go to China to work as a lecturer. I am Spanish. Do I need to go back to Spain to get the visa processed or could I do this in Russia? Thanks.
