About:72-Hour Visa-Free Transit

office's location to obtain 72 hours visa in CTU airport

we are traveling from USA-to-Tokyo-CTU-and -to-Kathmandu with having 11 hours layover at CTU airport on 4/24/2017. Questions:
1 - where is office to obtain 72 hours free transit in CTU airport?
2- is the office open at 11 PM?
3- do I have to collect my suitcase to go to hotel? airline is checking directly all the way to Kathmandu.

1) you get it when clearing the immigration. There's a separate counter reserved for that.
2) Immigration is open for 24 hours a day.
3) You don't have to if that's the case, but double check with your airline.
