About:72-Hour Visa-Free Transit

I am a US citizen who has a visa in the Philippines.

Am I able to use the 72-hour free transit if I am flying from Philippines to Beijing, spend 3 days in Beijing, and fly back to Philippines?

Philippines-PEK-Philippines is not a transit, so you're clearly not eligible for transit without visa. You need a visa in advance for that itinerary.
