If your fiance doesn't have green card in Philippines or he got the green card after the child is born, your baby can apply for a Chinese travel document for China.
But if your fiance got the green card before the child is born, your baby needs to apply for a visa for China.
Personally i think she can use your fiance's family name.

Ma'am my fiancee still don't have green card, i apply China visa january 15,2017 but unfortunately chinese consolate deny my application, im so feeling down that time because i'm pregnant and my husband want me to give birth in China but we don't have choice so i need to wait 6 months again to apply visa again. Some workers in chinese embassy advice me to marry my husband so i have certificate of marriaged.

You cannot apply for spouse visa for China if you two haven’t get married. You should marry your fiancé first and then apply for an S visa for China.
