About:Hong Kong Visa Application

I am permanent resident of USA and today i went to chinese consulate to apply for hk visa

and they told me if i apply from them it will take more than 3 months processing time. So they suggested me to let one of my family members living in hk to apply for me but they are very busy so is it possible to apply through fax? this will be my second time visiting hk. if yes how do i apply through fax?

You can't, but mailing is possible. The processing time is about the same.
