144 Transit Visa Fee traveling from Shanghai to Nantong

Hi,

I will have a flight from Seoul-Shanghai-Amsterdam. So i will qualify under the 144h free transit. My question was, can I leave Shanghai and visit Nantong for those days? Or are you restricted to stay in the city?
