Can I take a taxi from downtown hotel to Shilin Park and estimated fare? and from the park back?

Yes, you can rent a taxi or private car for a round trip and the fare can be CNY400 or a little more. The driver will wait while you are visiting.1

did you try and it worked? i just got an offer for roundtrip from Kunming airport to shilin forest from 1 hai car rental for 850 Yuan, seems a bit more than you write here. are taxis really an option and go back from stone forest or is it hard to find one (like on tourist spots in Beijing)?0

The Shilin High Speed Railway Station (West Shilin Railway Station) has been already in operation. You can take a direct express from there to Shilin Scenic Area.1
