If not what is the best (easy and cheap if possible) way to go from the airport to Ningbo?Thank you.

Direct bus or train from the airport doesn't exist. I suggest you take shuttle bus East Railway Station Line to the railway station in half a hour at a cost of CNY20. There you can take a high speed train to Ningbo in an hour.
