Can I apply in advance for a 18 hour stop over in Shanghai

We have purchased our tickets with China Eastern on route to Sri Lanka for vacation. There is an 18 hour stop over in Shanghai, and our friend would like to give us a mini tour of the city. Can we get this application completed before hand to ensure that we can see as much of the city as possible?
