black and green taxis in Xian

I am a native girl and I can tell you that official taxis in the city are all green ones. I've never seen the black ones. So be alert! The drivers are usually honest - charging by meter. You can see the charge through the taximeter. The flat-down rate is CNY8.5, but the driver usually charges CNY9 without give the loose change. It is very normal anyway.
