Is it possible to send a luggage?

Also what does "SAL" and "SURFACE" means?
How much would it cost to send a 25kg luggage to France? (I am not in a hurry)
It is safe?

Yes, you can send a 25kg luggage to France. SAL means that the parcel will be delivered by air or sea. SURFACE means that the parcel will be sent by sea. It will costs CNY 1,160 by SAL; CNY 470 by SURFACE. They are safe. You can have a try!

SAL usually takes 15 to 25 days; SURFACE takes 1 to 2 months. You needn't put it in a box. The mail agency will wrap it up for you. :)

I went to the post and they said the luggage has to be in a box, and the biggest box they have is too small. So the luggage is too big to be sent... They said it is impossible to send the luggage like that.
Do you know any other solution? I checked UPS and Fedex but it seems super expensive
