I’m afraid you have to book a tour from a travel agency because Pakistan passport holders cannot apply for individual tourist L type. Otherwise, you can try to apply for a business M type for China to attend the fair.

The required documents for business M visa include an invitation letter of a duly authorized unit, an invitation letter from the fair, a guarantee letter from your company, and your tax certificate, recent 6-month bank statement, round trip air ticket, hotel reservation, as well as your passport and its copy, and the application with a passport-style photo attached. The visa is free of charge for Pakistan passport holders.
