Can I renew my China 'home return' document in Singapore?

I am Chinese and was born in Hong Kong and have a Hong Kong passport and Hong Kong permanent resident card.
Do I have to return to Hong Kong to renew my China home return document or can I renew it in Singapore?

You have to return to HK to renew your home return permit.
