About:Chinese Embassies and Consulates

I've a philippine citinzenship and I live in Germany.

My trip starts in Frankfurt - technikal stop in Changsha (2 hrs) - next stop in Guangzhou (there I change the airplane, 4 hrs) - Manila. After 3 weeks the same flights back to Germany.
Do I need an expensive Visa for China for my transit stopovers or can I use the 24-Hour Exemption? Nobody has an Idea... And from everybody I get other information...
