My dad doesn't know how to speak Filipino or English.

Pls help me,I want my dad and my brother to visit China, but the problem here is my dad doesn't know how to speak English or Filipino ,he just knows our own dialect in the province. Is it possible to accompany him during an interview and I will act as a translator to the interviewer? What are the other things should I consider when my dad will apply for a tourist visa.Thank you.
