What is the best way to get from Fuzhou to Central Fuqing?

Is there a train or subway? Or is it better to take a taxi or bus?

You don't need to take a taxi. You are advised to take the direct bus from West Coach Station. As I know, the bus schedules are 09:00, 09:35, 11:00, 14:35, 16:30 and 17:30. The ticket fare is CNY 21 or CNY 22 per person.
