What documents do I need to renew my China passport?

I am neutralized nor have a green card but need to renew my passport for in state travel. What documents will they need?

Those documents are needed: the fully filled-out application form, 4 recently-taken passport-style photos, your passport and copies of its data pages, your green card in US, and personal statement.
