is it needs to be wait for 6 months apply for a new visa since z type canceled

I have a question here ,one of my friend's Z type was canceled by a Chinese company,but he just got this new Z type in August this year ,he has been in China two years ,he also had a ten years tourist L type before he got this Z type .He's going to back to states soon .My question is does he needs to wait in states for few months to apply for a new tourist L type ?And will it have bad influence on hisapplication?Thanks

No, he doesn’t need to wait for 6 months to apply for a new tourist L type. He can apply for it at once after work Z type is cancelled. It won’t have influence on his application. No need to worry!
