German resident with Macedonian citizenship

Hi,

I live in Germany, but I have Macedonian citizenship. I have to travel to Hong Kong and China for business purposes. My question is if I can apply for business travel visa from the consulate in Hamburg or I have to apply from Macedonia directly. I assume I don't need visa for Hong Kong.
