About:144-Hour Visa-Free Transit

Is there a an official government website that states these rules for transit visas?

Hello,
I went to the Chinese embassy in HK to confirm and all they told me is they process visas and have no idea about when you don't need one.

All official documentations are in Chinese characters, although Shanghai Immigration and Beijing airport sites offer some kind of English Q&A information.
