I've been to Beijing before and the old visa is in my old passport, but I can't seem to find my old passport. so would it be ok to submit without the proof of the old one to make a new one?

Generally speaking, if you have an old one, it will be of some help to the application of a new one. As you have lost the old passport, it's not a big deal. You can just tell the officer the fact.
