Z visa arranged from within China?

My husband is here on S type as my partner. This has been converted to Residence Permit. He has now found a job and needs Z type himself. I am told this cannot be done in HK anymore. Is there any other way? Does he have to leave to his home country?

As far as I know you don't have to be present at the Embassy so get Z type so can I apply for it via agent and have it posted to me here? If I do it this way and get the passport send back to us with Z type in it, can he then just leave to HK and come back (I understand that you have to physically cross the border). Is this allowed to leave the country with unused z type in your passport? Would that be suspicious or is this acceptable practice? He can just leave to HK for longer weekend as holiday, rather than travelling all the way back to Poland. Any suggestions are welcomed! Please help!
Best,
Emilia

Emilia, based on what I know, he can try to convert his S type to the work Z type at the exit and entry bureau of the local police station. If it can be done, he doesn’t need to go back to his home country to apply for a work Z type.

I've heard number of times that you can not convert any visas but I will google it again, thanks for the tip. Will maybe write an email to this bureau.
