About:How to Travel to China without a Visa

TWOV without a confirmed seat yet - need to check in in shanghai

Does the 24-hour free transit apply even without confirmed seat to the third country? the reason why i would not have a confirmed seat is because i would need to check in in shanghai, only then i will get a confirmed seat. i will need to collect my luggage from terminal 2 and check in again in terminal 1 to depart to a third country. also, will i go to immigration? will i then need a visa if so the case?

below is what is said, i am just worried about the confirmed seat rule.

Under the 24-hour free transit rule, no visa is required for international flight, ship, or train passengers who transit directly through mainland China and will stay for less than 24 hours. This policy is applicable to almost all nationalities. Passengers should hold tickets to a third country or region and have a confirmed seat.

thanks a lot

Ruth, as long as you meet the relevant requirement for the 24 hour direct transit, you can make use of the direct transit even though you just have a confirmed ticket without seat.
If you need to collect your luggage, I’m afraid you need to go through the immigration. You need to apply for a free temporary stay permit at the immigration office inside the airport, and then you can go to collect your luggage and check in again.

A "confirmed seat" means you are not travelling on a standby ticket. Normally if you purchase a ticket you will be guaranteed a seat. Standby tickets are usually for airline employees.
