documents to submit for a personal visit

For someone who wants to go to China for business maybe to buy goods and isn't working for a company or even just want to go there for a weekend getaway which letter can he submit during the appointment stage

If so, he can just apply for a tourist L type for China. No invitation letter will be needed then if he can provide round trip air tickets and hotel reservation.
