24-Hour Direct Transit

my cruise liner will be stopping in Shanghai at the international cruise terminal for 12 -15 hours in March 2017. This is its only stop in mainland China. Can I rely on using the 24-Hour Direct Transit concession to visit down town Shanghai or am I required to have a tourist visa??

John, after staying in Shanghai, if the cruise ship will sail to a third country or region rather than the last one you come from, you may be able to use the 24 hour direct transit in Shanghai. You are advised to double check that with the cruise ship company.
