About:China Transit Visa

can a person from any country transit by sea less than 24 hours and get visa free transit?

Dear, the 24 hour direct transit does apply to nationals of all countries, but if you enter and exit by ship all the way, you’d better contact with the cruise ship company and confirm whether you need to apply for a transit G type entry permit for that.
